Paypal USA shipping isn't trackable?

I cannot figure it.
When someone ships stuff from post office it usually gets number starting from CP. And usps gives tracking like this:
http://trkcnfrm1.smi.usps.com/PTSInternetWeb/InterLabelInquiry.do?origTrackNum=CP699626942US
also same package is trackable inside my country.
But for paypal shipping i usually get this:
http://trkcnfrm1.smi.usps.com/PTSInternetWeb/InterLabelInquiry.do?origTrackNum=CJ254911133US
Looks like it's not even possible to guess if seller actually shipped it or just printed a label?
WHat is paypal shipping? How is it handled? Is it handled by paypal or by usps? Where it's been sent from?
